नई दिल्ली: कई राज्यों की तरह अब राजधानी दिल्ली का भी होगा अपना एजुकेशन बोर्ड. शनिवार को दिल्ली सरकार की कैबिनेट की बैठक में दिल्ली बोर्ड ऑफ स्कूल एजुकेशन के गठन को मंजूरी दे दी गई. फैसले के बाद मुख्यमंत्री अरविंद केजरीवाल ने कहा कि इस बोर्ड को बनाने का मकसद है कि हमारे बच्चे अंतर्राष्ट्रीय स्तर की शिक्षा की ओर बढ़ें. इस बोर्ड की मूल्यांकन प्रणाली अंतर्राष्ट्रीय स्तर की होगी.

नए बोर्ड के होंगे 3 लक्ष्य-

नये बोर्ड के गठन को लेकर मुख्यमंत्री अरविंद केजरीवाल ने बताया कि अब यह तय करने का समय आ गया है कि हमारे स्कूलों में क्या पढ़ाया जा रहा है और क्यों पढ़ाया जा रहा है. हमारे तीन लक्ष्य हैं जो यह नया बोर्ड पूरा करेगा-

1. हमें ऐसे बच्चे तैयार करने हैं जो कट्टर देशभक्त हों. ऐसे बच्चे तैयार करने हैं जो आने वाले समय में देश में हर क्षेत्र में जिम्मेदारी उठाने को तैयार हों, चाहे कोई भी क्षेत्र हो.

2. हमारे बच्चे अच्छे इंसान बने चाहे किसी भी धर्म या जाति के हो, अमीर हो या गरीब हो. सब एक दूसरे को इंसान समझे. एक तरफ अपने परिवार की तरफ ध्यान दें तो दूसरी तरफ समाज की तरफ भी ध्यान दें.

3. बड़ी बड़ी डिग्री लेने के बाद भी बच्चों को नौकरी नहीं मिल रही, लेकिन यह बोर्ड ऐसी शिक्षा प्रणाली तैयार करेगा कि बच्चे अपने पैरों पर खड़े हो, ताकि जब वह अपनी पढ़ाई पूरी करके निकलें तो वह दर-दर की ठोकरे ना खाए, बल्कि उसका रोजगार उसके साथ हो.

रटने पर नहीं, बल्कि समझ विकसित करने पर ज़ोर होगा-

दिल्ली कैबिनेट के फैसले के बाद मुख्यमंत्री अरविंद केजरीवाल ने एक प्रेस कॉन्फ्रेंस के ज़रिए जानकारी देते हुए बताया कि बोर्ड का निर्माण राष्ट्रीय-अंतरराष्ट्रीय संस्थाओं के सहयोग से होगा और यह बोर्ड ऐसे आधुनिक मूल्यांकन प्रणालियों को विकसित करेगा, जिनके आधार पर कक्षा में पढ़ाई का तरीका भी बदलेगा. मुख्यमंत्री ने कहा कि इस बोर्ड के ज़रिए बच्चों में रटने की बजाय उनमें समझने और व्यक्तित्व विकास पर बल दिया जाएगा. बोर्ड बच्चों की खूबियों को परख कर बाहर निकालेगा और उसके अनुसार उनके समग्र विकास पर शिक्षा दी जाएगी. इस बोर्ड को बनाने का मकसद है कि हमारे बच्चे अंतर्राष्ट्रीय स्तर की शिक्षा की ओर बढ़ें.

3 घंटे की परीक्षा नहीं पूरे साल होगा मूल्यांकन-

मुख्यमंत्री अरविंद केजरीवाल ने कहा कि अभी हमारी शिक्षा प्रणाली में 3 घंटे की परीक्षा के ज़रिये हम बच्चे के पूरे साल के प्रदर्शन का मूल्यांकन करते हैं, लेकिन नए बोर्ड में इस तरीके को बदलकर बच्चों का पूरे साल लगातार मूल्यांकन किया जाएगा. उन्होंने कहा कि दिल्ली का शिक्षा बोर्ड दूसरे राज्यों के बोर्ड से काफी अलग होगा. हमारा उद्देश्य सिर्फ यह नहीं है कि दिल्ली का एक अलग बोर्ड हो, बल्कि दिल्ली सरकार ने पिछले 6 सालों के काम के बाद एक प्रोग्रेसिव शिक्षा-परीक्षा प्रणाली की जरूरत महसूस की है, इसलिए यह बोर्ड बनाया जा रहा है.

नये बोर्ड में सभी स्कूलों को एक साथ शामिल नहीं किया जायेगा-

मुख्यमंत्री ने बताया कि दिल्ली में 1000 सरकारी और लगभग 1700 प्राइवेट स्कूल हैं, जो सीबीएसई बोर्ड से एफिलिएटेड हैं. इन सभी स्कूलों को नये बोर्ड में एक साथ शामिल नहीं किया जाएगा. एकेडमिक सेशन 2021-22 में अभी दिल्ली सरकार के 20-25 सरकारी स्कूलों को इस बोर्ड में शामिल किया जाएगा. इन स्कूलों का चयन स्कूल के अध्यापकों, प्रधानाचार्यों और अभिभावकों की राय लेकर किया जाएगा और उम्मीद है कि अगले 4-5 सालों में शायद सभी सरकारी और प्राइवेट स्कूल अपनी इच्छा से दिल्ली बोर्ड ऑफ स्कूल एजुकेशन में शामिल होना चाहेंगे.

शिक्षाविदों समेत अभिभावकों की भी होगी भागीदारी-

मुख्यमंत्री अरविंद केजरीवाल ने बताया कि नये शिक्षा बोर्ड का नियंत्रण दिल्ली के शिक्षा मंत्री की अध्यक्षता में गठित गवर्निंग बॉडी करेगी. इसमें शिक्षा-अधिकारियों के अलावा उच्च शिक्षा के विशेषज्ञ, निजी और सरकारी स्कूलों के प्रधानाचार्य, अध्यापक, अभिभावक और शिक्षाविद् शामिल होंगे. बोर्ड की रोजमर्रा की गतिविधियों का संचालन एग्जीक्यूटिव बॉडी करेगी, जो एक प्रोफेशनल बॉडी होगी और इसके लिए एक सीईओ होंगे, जिन्हें शिक्षा, परीक्षा और स्कूल प्रशासन का लंबा अनुभव होगा. इसके साथ ही, मूल्यांकन की गहरी जानकारी, समझ और तजुर्बा रखने वाले देश और दुनिया के विशेषज्ञों को भी इस बोर्ड में शामिल किया जाएगा.

दिल्ली के कुल बजट का 25% हिस्सा शिक्षा पर खर्च-

दिल्ली सरकार में शिक्षा पर अब तक हुए कामों को गिनाते हुए मुख्यमंत्री अरविंद केजरीवाल ने कहा कि दिल्ली सरकार नें पिछले 6 सालों में हर साल अपने बजट का 25 प्रतिशत हिस्सा शिक्षा पर खर्च किया है. इससे दिल्ली के सरकारी स्कूलों के ढांचों को बदलकर वर्ल्ड क्लास का बनाया गया है. सरकारी स्कूलों के शिक्षकों, प्रधानाचार्यो को कैम्ब्रिज, हॉवर्ड, आईआईएम में प्रशिक्षण के लिए भेजा गया. सरकारी स्कूलों के बच्चों को विदेशों में ओलिंपियाड के लिए भेजा गया और बच्चों ने वहां भारत का नेतृत्व कर मेडल जीता. सरकारी स्कूलों में बच्चों के बुनियादी शिक्षा को बेहतर बनाने के लिए चुनौती और बुनियाद जैसे कार्यक्रमों की शुरुआत की गई. हैप्पीनेस करिकुलम से बच्चों को खुश रहना सिखाया गया. इससे दिल्ली के सरकारी स्कूलों के बोर्ड रिजल्ट 98 प्रतिशत से ज्यादा आने लगे हैं.

Success Story Of IAS Topper Sumit Kumar: यूपीएससी की परीक्षा में सफलता प्राप्त करने वाले हर शख्स की कहानी अलग होती है. कोई इस परीक्षा में अपने करियर को छोड़कर शामिल होता है तो कोई जॉब के साथ इस परीक्षा की तैयारी करता है. बिहार के जमुई में सुमित कुमार का जन्म हुआ था. उनके इलाके में अच्छे स्कूल नहीं थे जिसकी वजह से उनके माता-पिता ने 8 साल की उम्र में उनका बोर्डिंग स्कूल में दाखिला करवा दिया. धीरे-धीरे सुमित की दिलचस्पी पढ़ाई में बढ़ती गई और उन्होंने आईआईटी एंट्रेंस परीक्षा पास करके खुद को साबित कर दिया. उन्होंने आईआईटी से पढ़ाई की और लाखों का पैकेज भी मिला लेकिन समाज की सेवा के लिए उन्होंने यूपीएससी में आने का संकल्प लिया. उन्हें आईएएस अफसर बनने के लिए तीन प्रयास करने पड़े.

बचपन से माता-पिता का मिला सहयोग

जहां सुमित का जन्म हुआ था वहां स्कूल काफी अच्छे नहीं थे. यही वजह थी कि उनके माता-पिता ने यह तय कर लिया था कि उनकी पढ़ाई बाहर से करवाएंगे. जब सुमित 8 साल के हुए तो उनके पाता माता-पिता ने उनका दाखिला बोर्डिंग स्कूल में करवा दिया. सुमित बचपन से ही पढ़ाई में काफी होशियार थे. हाईस्कूल और इंटरमीडिएट में भी उन्होंने अच्छे नंबर प्राप्त किए. यहां से उन्होंने आईआईटी का एंट्रेंस एग्जाम देने की ठानी और उसे पास कर दाखिला ले लिया. उनके माता-पिता का सहयोग लगातार मिलता रहा और इसी बदौलत उन्होंने यूपीएससी में सफलता प्राप्त की.

दूसरे प्रयास में सफलता मिली, लेकिन मन मुताबिक रैंक नहीं मिली 

सुमित ने जब यूपीएससी की परीक्षा पहली बार दी, तब वे प्री-परीक्षा भी पास नहीं कर पाए. हालांकि सन 2017 में उन्होंने दूसरा प्रयास किया और उन्हें सफलता मिल गई लेकिन 493 रैंक मिली. इस रैंक से उन्हें इंडियन डिफेंस स्टेट सर्विस मिली, लेकिन उनका सपना आईएएस बनना था. ऐसे में उन्होंने अपनी कमियों को दूर किया और 2018 में तीसरा प्रयास किया जिसमें उन्होंने 53वीं रैंक हासिल की. इस तरह तीसरे प्रयास में सुमित ने आईएएस बनने का सपना पूरा कर लिया.

दूसरे कैंडिडेट्स को सुमित की सलाह

Rokadia mentioned, “My resignation had been accepted on February 5 and I had submitted the relevant documents of the acceptance of resignation. I had submitted two forms on February 5 and 6. My form submitted on February 6 was accepted and not the one submitted on February 5.”
